What Does The Cadillac P1574 Code Mean?

DTC P0703, P1575 and P1602 not set, engine started, ABS and Traction Control inactive or failed, VSS over 20 mph, then remained over 3 mph during the test, difference in speed between the non-driven wheels and driven wheels less than 6 mph.
